The health status of electrical personnel is determined by a medical examination at the time of employment and thereafter periodically once every 2 years. Persons under the age of 18 may not work with electrical equipment. There are contraindications for working in electrical installations for persons with permanent hearing loss, poor eyesight, prolonged tearing, a violation of the vestibular apparatus, alcoholics, drug addicts and substance abusers.

People from electrotechnical personnel with qualification groups II — V for electrical safety must not have injuries and diseases (permanent form) that interfere with production work.

Training is a prerequisite for hiring electrical personnel. Industrial-technical training is carried out by qualified engineering-technical workers under special programs.The duration of training is up to three months for on-the-job training and up to six months on-the-job.

The training program includes a minimum of theoretical knowledge, as well as the study of power supply schemes, installation and repair of electrical equipment, current regulatory documents, new technology, electrical safety. An exception is made for electricians who have moved to another job or had a break in work for more than a year. Their training is carried out according to the program developed by the person in charge of the electrical equipment under the guidance of an experienced specialist in the time necessary to master the practical skills for working in a new place.

After completing industrial training, electrical personnel must pass a knowledge test in the qualification commission with an assignment to an electrical safety group. There are 5 groups in total. Electrical personnel receive qualification groups II-V.

Electricians are tested by a committee appointed by the head of the electrical service. The commission includes at least 3 people. The chairman or one of the members must have qualification group IV.

The knowledge of each employee is checked individually. The result of the check is recorded in the journal of the established form. All those who have successfully passed the exams are issued special certificates with assignment to the relevant electrical safety qualification group. The certificate gives the right to serve certain electrical installations as operating or repair personnel.

The first one electrical safety group assigned to non-electrical personnel associated with the operation of technological installations if there is a risk of electric shock. This is done by the person responsible for the electrical equipment of the enterprise, workshop, site. The certificate is not issued, the result is prepared in a special diary.

Those studying in institutes and technical schools under the age of 18 in existing electrical installations are only under the constant supervision of a person from the electrical service: in electrical installations up to 1000 V — with an electrical safety group not lower than III, and installations of above 1000 V — not lower than IV. It is forbidden to accept students under the age of 18 for independent work and assign them to an electrical safety group higher than II.

Electrical personnel must clearly understand the technological characteristics of the enterprise, strictly observe labor discipline, know and comply with safety rules and rules for the technical operation of electrical installations (PTE and PTB), instructions and requirements of other regulatory documents. Persons violating the PTE and PTB are subject to disciplinary and administrative penalties.

Subsequently, electrical personnel directly servicing existing electrical installations must be inspected annually.

Persons who have committed violations of PTE and PTB are subject to extraordinary inspection. If the assessment is unsatisfactory, a repeat examination is prescribed. Personnel showing unsatisfactory knowledge for the third time are not allowed to service electrical installations and must be transferred to another workplace.

The responsibility for the implementation of PTE and PTB by electrical personnel in each enterprise is determined by job descriptions and regulations approved in the prescribed manner by the head of the enterprise or a higher organization. By order (decree) of the administration of an agricultural enterprise, a person responsible for the electrical industry is appointed from among the employees of the electrical service.

A preliminary check of his knowledge and determination of a qualification group is carried out: V — in electrical installations above 1000 V and IV — in electrical installations up to 1000 V.

The person in charge of the electrical equipment once a year passes a knowledge test in the committee chaired by the head of the enterprise (chief engineer) with the participation of a representative of the technical review of the trade union and an inspector of Energonadzor. In the same committee, the deputy heads of the electrical service and the labor protection engineer of the enterprise are checked. The officials in question may be assigned to a relevant electrical safety group in the qualification commission established at the regional organization "Energonadzor".

The heads and deputies of the structural subdivisions of the electrical service and the persons responsible for the electrical equipment of production workshops and divisions of the enterprise are checked by a committee consisting of the person responsible for the electrical equipment (chairman), the labor protection engineer of the enterprise and electrical equipment representative. The frequency of repeated inspections for engineers and technicians is 3 years.

After a knowledge check, each electrician who is engaged in operational and operational repair work undergoes an internship at the workplace under the guidance of an experienced mentor for at least two weeks, after which he is allowed to work independently. Internship and admission to independent work are formalized with an order for the enterprise.

The main person of the electrical service of the enterprise is an electrician for repair and maintenance of electrical equipment. In addition to being assigned a specific electrical safety group, each electrician must have a category corresponding to his knowledge and practical skills. At the same time, the farm must have the necessary amount of work corresponding to this category.

The tariff and qualification characteristics of the profession "Electrician for maintenance and repair of electrical equipment" have been developed in connection with a 6-digit tariff network. They contain a description of the most common workplaces and are arranged with increasing complexity. The specific content, scope and procedure for carrying out operations at the workplace are established by local instructions and other normative documents.

The assignment or increase of categories to specialists of the electrical service is carried out by a special commission based on the statement of the electrician, taking into account his knowledge and practical skills.

After receiving a statement from an electrician, the head of the electrical service must:

  • study the tariff and qualification reference book available from the enterprise administration regarding the requirements for an electrician of this category;

  • to assess the possibility of assigning an appropriate category, based on the volume of work performed in this farm of the corresponding complexity, to establish the possibility of transferring an electrician in this field of work;

  • check the compliance of the electrical safety group with an electrician; developing tickets, preparing a workplace for the exam; solving the issue of creating a commission;

  • compile the relevant documents at the end of the inspection.

The results of the commission's work are formalized by order, the specified category is recorded in the work book.

The management's work with the staff of the service is not limited to the determination of electrical safety groups and categories. It is necessary to take systematic measures to increase the qualification of electricians. For this purpose, group and individual training, PTE and PTB study, instructions and other rules, emergency training and on-the-job training are provided.

The improvement of the qualification of engineering and technical workers is carried out by organizing courses to increase the qualification, seminars, lectures, reports.

The management of the improvement work and training of electrical personnel is entrusted to the person responsible for the electrical equipment.
