Tasks and structure of the office of the chief energy engineer
In order to ensure the reliable production of all types of energy and to ensure the reliable operation of all energy equipment, a department of the chief energy engineer is created at the enterprise. Below, only the questions of the reliable supply of the enterprise's technological installations with electrical energy (power supply systems) and ensuring the operation of electrical equipment (energy consumption systems) or the management of electrical systems will be considered.
The following tasks are assigned to the department of the chief energy engineer of the enterprise:

operational management, economic, technical, ensuring the operation of all elements from the 1st to the 6th level of the power supply system, current organizational;
-
organization of maintenance and repair of electrical repair of electrical installations, buildings, structures and devices, responsibility for which is assigned to electrical personnel, current organizational.
The first group of questions comes down to the protection of electrical equipment. power supply systems, for introduction of automation, organization of dispatching and telemechanization of management. When solving the second group of questions, technical support, inspections, preventive tests, current, medium and major repairs and modernization are distinguished.
The electrical engineering service performs work in three areas: technical operation of electrical equipment, electrification and automation of production, improvement of the operating system.
In addition to the primary task associated with the maintenance and routine repairs of electrical equipment, electrical service professionals

develop a plan for the complex electrification and automation of the enterprise and participate in its implementation, in particular, put into operation new electrical equipment;
-
deal with issues of material and technical supply;
-
ensure rational and efficient use of all types of fuel and energy resources;
-
conducting staff training;
-
decide the questions about remunerations, etc.
The head of the energy service is the main specialist of the enterprise.
The chief energy engineer is obliged to:
-
ensure the efficient operation of energy equipment;
-
check and approve and, if necessary, develop a schedule for the maintenance and repair of equipment, as well as schedules for the consumption of electricity and fuel;
-
to ensure an increase in the level of electrification of the enterprise;
-
organizes the installation and commissioning of energy equipment and its write-off when deadlines are reached;
-
introduction of new forms of equipment maintenance and repair;
-
ensure its safety;
-
participate in staff training, conduct educational work;
-
monitors compliance with labor discipline, safety rules and fire protection.
The chief energy engineer has the right to:
-
give instructions on the operation of energy equipment and, if necessary, stop the execution of incorrect orders of engineering and technical workers and specialists from lower-level production units;

make changes to operational measures;
-
prohibit the operation of energy equipment, the condition of which requires repair and endangers people's lives;
-
do not allow persons who are not instructed and do not have the appropriate equipment to work certificate of qualification, as well as to remove from work persons who violated the rules of safety and fire protection;
-
to solve personnel issues together with the enterprise's administration.
The Chief Energy Engineer is responsible for:
-
for timely and high-quality implementation of energy equipment operation measures;
-
compliance with labor and production discipline by service personnel and compliance with safety and fire protection rules;
-
accounting, preparation and timely submission of reports on the work of the office;
-
for material damage caused to the company due to the fault of the service.
An electrical engineer, the head of the electrical service (ETS) is required to:
-
develops and submits for approval the main energy maintenance and repair schedule;
-
organizes the efficient operation of electrical equipment;
-
participate in the development of plans for electrification and automation of production;
-
to carry out work on economical consumption of electricity;
-
make a list of the necessary equipment, spare parts, materials and tools for STE;
-
ensure the safety of the operated electrical equipment;
-
draw up acts for its deregistration;
-
participate in the training and professional development of the staff;
-
carry out educational work;
-
organizes the maintenance of technical documentation for the operation of electrical equipment;
-
conduct briefings with electricians and ensure they comply with safety and fire protection regulations.
The electrical engineer has the right to:
-
give instructions to the managers and specialists of the production departments on the operation of electrical equipment;
-
if necessary, stop the execution of incorrect orders on special issues;
-
prohibit the operation of electrical equipment that requires repair or is in a condition that endangers the safety of workers;
-
do not accept for repair electrical equipment that does not meet the conditions of operation;
-
do not admit persons who do not have electrical safety qualification certificates and who are not instructed to work;
-
participates in solving personnel issues;
-
represent the head of the enterprise in various organizations on special issues.
The electrical engineer answers:
-
for timely technical maintenance and current repairs of electrical equipment;
-
efficient and rational operation of electrical installations aimed at improving product quality and reducing energy consumption;
-
timely implementation of plans for electrification of the enterprise;
-
provision of services with equipment, spare parts, tools, materials;
-
compliance by subordinates with the rules of safety, industrial sanitation and fire protection.
- In accordance with the established procedure, is liable for damages caused to the company due to poor performance of electrical equipment.
