The installation tool (pliers, screwdrivers, pliers, round-nose pliers, etc.) should have insulated handles, the metal rods of screwdrivers and tension indicators should be covered with an insulating tube so that the open part of the rod is no more than 10 mm, and the tension indicator no more than 5 mm.

  • Carry out work in existing electrical installations without a written assignment (order, order, equipment - assignment)

  • Perform work on disconnecting and connecting wires to electricity meters and in metering circuits using an untested installation tool

  • Carry out any work without removing the voltage (except checking that there is no voltage at the meter terminals) in each box of the three-phase meter and on the contacts of the current transformers.

  • Stand on radiators and pipes for heating, water supply, gas, sewage and other metal objects that have a connection to the ground, or touch them with your hands while working.

  • Work on random supports (boxes, barrels, etc.).

  • Work without a hat and in clothing with short and rolled-up sleeves. The sleeves of the garment must be securely buttoned at the hands.

  • Work in close proximity to rotating machinery. Before starting work, these mechanisms must be stopped or protected.

  • Disconnect the subscriber's electrical installation from the network at the insulators at the entrance to the room.

  • It is forbidden to work on fuses or panels that are under voltage.

1. Check the absence of voltage on the metal panel.

2. Record the reading of the electricity meter, check its external condition and the integrity of the seals on the casing and the cover of the terminal box.

3. The load is removed, the fuses are turned off or the circuit breakers are turned off, the terminal cover is removed.

4. Phase and zero are determined by a single-pole voltage indicator.

6. The neutral wire of the generator is disconnected from the clamp of the glucometer and an insulating cap is placed on it.

7. Load wires are disconnected.

8. Remove the old meter and install a new one.

9. Connect the wires to the meter in reverse order.

10. The absence of self-propelled is checked.

11. Fuses are installed or automatic machines are turned on, the load is turned on and the correct direction of rotation of the counter is checked.

The work is carried out after removing the voltage from all sides from where it can be delivered to the place of work and other measures are carried out in accordance with the PTB, ensuring the safety of the work.

All the above-mentioned works are performed under an order, which is issued in one copy, issued to the performer of the work. The order is valid for 5 days, the storage period is 30 days.

When replacing electricity meters, personnel must:

  • Check the appearance of the electricity meter and the presence of seals,

  • Remove the cover of the electrical meter terminal box.

  • Check the absence of voltage on the contacts of the removed glucometer

  • Loosen the contact screws of the glucometer clamps, unscrew the fastening screws and remove the glucometer

  • Install another counter

  • Insert wires into meter terminals and tighten screws

  • Check the reliability of the contact connections of the current transformers of this connection

  • After energization by the operating personnel of the enterprise, check the presence of voltage at the terminals of the electricity meter using the indicator

  • Switch off the voltage and replace the cover of the terminal box, seal it and record the data from the meter in the certificate.

Safety measures during installation, dismantling, replacement and inspection of three-phase measuring devices in electrical installations with voltages above 1000V

  • In rooms where there are no live parts with a voltage higher than 1000V;

  • In the premises of electrical installations, where live parts with a voltage of more than 1000V are located behind permanent dense or mesh fences that completely cover the cage or chamber, as well as in the instrument compartments of the switchgear and KTP;

  • In the control corridors of closed switchgear, where unenclosed live parts located above the passage are at a height of at least 2.75 m at voltages up to and including 35 kV and 3.5 m at voltages up to and including 110 kV;

  • In relay protection cabinets of open switchgear and module cabinets placed behind a mesh fence or located at such a distance from live parts that, in order to prevent accidental contact with them, the installation of fences is not required - they are perform according to orders issued by the authorized electrician of power plants, industrial enterprises and other organizations. The basis for issuing an order is a business assignment.

In parallel, work is carried out in measuring circuits connected by measuring transformers that do not have devices for shunting current circuits.

When they perform work by order or in addition to work issued by an authorized person of the enterprise, Energonadzor personnel participate in these works as team members.

Energonadzor personnel are prohibited from:

  • To make themselves or participate in operational switching in the circuits of the primary voltage;

  • Removal of posters and relocation of temporary fences;

  • Go behind the barriers and open the mesh fences;

  • To make a stop, switch, make changes in the circuits of the secondary circuits of relay protection ATS, ARS, etc.

  • Work on the contacts of the measuring transformers until the voltage is removed and earth is applied.

Before carrying out work, the staff of Energonadzor must receive instructions, familiarize themselves at the place of work with the scheme of the electrical installation and its implementation in kind, as well as with the location of measuring devices, measuring transformers, the switching circuit of the measuring device, with the presence of relay protective elements in measuring circuits, measuring instruments, fuses or circuit breakers in the secondary circuit of voltage transformers.

When the secondary current and voltage circuits of electrical meters and protective devices are fed from one winding of measuring transformers together, all work with the measuring devices should be carried out only in the presence of the personnel of the relay protection and automation equipment of the electrical network enterprise, power plant or industrial plant.

When measuring with a wattmeter, the connecting wires of their voltage circuits must be connected to the terminal nodes of the measuring panels, and if they are not there, then to the terminals of the electricity meters when the voltage is removed.

Stress relief and grounding instrument transformers are required for direct operation:

  • For measuring current and voltage transformers;

  • In secondary circuits from current transformers to the terminal block;

  • When checking and checking secondary switching circuits in cells of high-voltage equipment;

  • When installing the terminal block.

Before including measuring devices, wattmeters, ammeters and others in the circuit of the current transformer, it is necessary to check the integrity of the current windings of these devices and the wires used to connect them.

Subject to earthing: housing and secondary winding of voltage transformers; casing and secondary windings of current transformers.   • Check the appearance of the meter and the safety of the seals of the meter, the terminal assembly, the drive and the doors of the voltage transformer cell;

  • Short-circuiting of the secondary windings of current transformers on special current terminals, test blocks, in test boxes; • Make sure there is no current in the meter circuit;

  • Disconnect all wires of voltage circuits one by one at the terminal block, placing insulating caps on them; • Remove the cover of the terminal box of the glucometer;

  • Check the absence of voltage in the terminals of the electricity meters;

  • Loosen the contact screws on the terminals of the electricity meter,

  • Unscrew the fastening screws and remove the power meter;

  • Install another electric meter and tighten the fastening screws;

  • Insert the wires of the voltage circuits into the terminals of the electricity meter, then the wires of the current circuits and tighten the screws;

  • Put the cover on the terminal box of the glucometer, seal it;

  • By sequentially removing the insulating caps of the wires, connect the wires of the voltage circuits to the terminal block;

  • Remove the short circuits of the secondary windings of the current transformers.
